ITANAGAR, May 25:In an effort to bring transparency and improve the financial management in implementation of Central Plan Schemes, the state government has decided to, in a phased manner, move towards the Public Financial Management System.

This was informed in the three day training cum workshop on Public Financial Management System (PFMS) organized by the Department of Finance and Investment in collaboration with CAG, New Delhi, which started here today at Banquet Hall.

PFMS is an end to end solution for processing payments, tracking, monitoring, accounting, reconciliation and reporting. Implemented by the Office of the Controller General of Accounts (CGA), Ministry of Finance, it provides the scheme managers a unified platform for tracking releases and monitoring their last mile utilization.

While terming PFMS as a transparent system of service delivery, Commissioner Finance, Ashish Kundra urged all the government employees to increasingly use technology for proper resource management. He informed that every department will have to identify a nodal officer to look after it.

PFMS will assist in tracking the fund disbursement under various schemes and monitoring of flow of central funds to various levels down to the last level of utilization.

S.Francis, Senior Accounts Officer, CAG gave a detailed presentation on PFMS and emphasised on the need for communication between the various departments and the implementing agency. He informed that PFMS will provide the government real time information on resource availability and utilisation across schemes.

The workshop was attended by Senior Bureaucrats, Head of Departments and Drawing and Disbursing officers among others.
