ITANAGAR, Mar 9: Deputy Chief Minister Chowna Main today said the state government has taken up initiatives to develop infrastructure in the territory along the border like development of model villages near the border. Under border area development programme (BADP) a total of 65 model villages have been developed along the border area with various infrastructures like school buildings, community centers, intra-village roads, other village amenities such as drinking water facility, electricity supply have been provided while answering to the question put forward by Pasighat West MLA Ninong Ering on construction along the Indo-China border. Further the DCM informed under education sector the State government has taken up construction of 4 new VKVs and 4 existing VKVs have been upgraded under BADP with an estimated cost of Rs. 20 cr.
While responding to the opposition leader Nabam Tuki, whether the State government is well aware of the fact that the Schedule Tribes population of Arunachal is exempted from income tax the DCM said the indigenous APST within the areas of 6th Schedule given under the provisions of Clause 26 of Article 366 of the Constitutional of India is excerpted from Income Tax Act 1961. Therefore the indigenous tribal population needs to obtain Tax Exemption Certificate (TEC) from the Income Tax Department under section 197 of the Income Tex Act 1961 while answering to a question.
The DCM added the government will take up with the income tax department ,GoI as and when any injustice or any imposition of income tax is bought to the notice of the state government while answering to the supplement question by opposition leaders Nabam Tuki and Lombo Tayeng of whether the State government was aware that the income tax department GoI is serving notices to the innocent Indigenous tribal population of Arunachal Pradesh and whether the state government has permitted to penalize the tribal people for financial transaction which were done before 2-10 years respectively and will the State government protect the tribal society from such act of injustice by the union government.
The Education Minister Taba Tedir while responding to the query by Pasighat West MLA Ninong Ering informed that 188 vocational Teachers have been appointed under Samagra Shiksha/ ISSE but on 18th February 2020 the State Government has taken a decision to discontinue the provision of state top-up for the teachers recruited thereafter. Hence any teachers PRT/TGT/VET recruited after 18th February 2020 are paid salary at the rate prescribed and provided by the Department of School Education and Literacy GoI excluding any State top up. 
Responding to the question by MLA Tarin Dakpe regarding the establishment of Eklavya Residential School (EMRS) at Kamle district, Minister of SJETA informed the house that no proposal has been received from the DC Kamle for the establishment of EMRS in Kamle district so far.
