Arunachal observes 72nd Republic Day with enthusiasm

ITANAGAR, Jan 27: Arunachal Pradesh celebrated the 72nd Republic Day along with the rest of the nation in a befitting manner with enthusiastic participation by people from all walks of life.
The main function was held at Indira Gandhi Park in the state capital with Governor Brig. (Dr.) B. D. Mishra (Retd.) unfurling the national flag in presence of Chief Minister Pema Khandu. After inspecting the Republic Day parade he took salute from the contingents of State Police and Central Armed Police Forces (CAPFs) and addressed the gathering. In his Republic Day address, the Governor while deliberating on the importance of the day said the state government is fully committed to uphold transparency and administrative efficiency. Urging the state’s people to take pledge on the occasion to make Arunachal Pradesh a model state in the Northeast, he said that despite the pandemic’s challenges the state government has taken a slew of initiatives on various fronts to make the state more stronger and self-reliant. Thanking ‘Team Arunachal’, especially the doctors, health and other frontline workers who have been working tirelessly to protect the state from COVID-19 for the last 10 months, the Governor on behalf of the state’s people paid homage to the four frontline warriors who made supreme sacrifice while on duty. He thanked the people for their wholehearted cooperation during the challenging times and appealed to continue with all COVID SOPs despite the arrival of the vaccine.
Speaking on the state’s education sector, the Governor said that commendable progress has been made and a leading national daily has recognised Arunachal Pradesh as the ‘Most Improved Small State in Education’ in the country. While commending Rajiv Gandhi University for its recent success in clinching the ‘Best Central University’ award at the 3rd Himalayan Educators Summit,  he said that state government is focusing on improving the quality of education by initiating the ‘Chief Minister’s Award for Excellence in Quality Education’ to recognize the best-performing teachers. While informing that a National Cadets Corps (NCC) Academy will be established in Arunachal Pradesh soon and girl students will be inducted at Sainik School, East Siang from the next academic session, the Governor divulged that a plan is being pursued to start a new Sainik School exclusively for girls. Prime focus of the state is to bring educational reforms in tune with the New National Education Policy, he added.
Underscoring the importance of agricultural self-sufficiency for the state’s overall economic progress the Governor mentioned the formation of 25 Farmers Producers Companies (FPCs) and 10 Farmers Producers Organizations (FPOs), roll out of Arunachal Pradesh Bee & Honey Mission and the thrust on organic means of farming. Strengthening of Arun Dairy Plant, initiation of various schemes for development of dairy, piggery, cluster farming have been the recent success stories, he said.
Congratulating the SEC and the state government for smooth and successful conduct of PR and Municipal elections, the Governor said the newly elected members have to shoulder the responsibility of sustaining democratic values through transparent, unbiased and development-oriented performance. Stating that the ‘CM Comprehensive Road Development Plan’ to provide all-weather road connectivity to all administrative headquarters is being pursued, he further informed that preparation of a Detail Project Report (DPR) for the Frontier Highway will commence soon. Conveying gratefulness to the Prime Minister for approving the scheme to provide 4G mobile connectivity to 1683 remote villages in the state by 2022 under the Comprehensive Telecom Development Plan, the Governor said it will give way to digital empowerment. 

While stating that the Central government has set a target of ensuring 24x7 power supply to all citizens of the country by 2022, the Governor said that simultaneous efforts to provide electricity connectivity to all districts in the state before this date is on. The state government has also planned to provide potable tap water connection to all rural households by 2023 under Jal Jeevan Mission, one year ahead of the national target, he added.
State government is giving top priority to law and order and Kharsang Police Station has been declared as the ‘Third Best’ in the country by the Union Home Ministry and all-women police stations have been opened in Itanagar, Seppa, Tawang and Pasighat, he said, mentioning along with that plans are being drawn to establish women police stations in remaining districts. Highlighting the initiatives on social front such as Tribal Development Plan etc. he said that despite the pandemic, the state government has continued the ‘Supplementary Nutrition Programme’. 
Reiterating state government’s commitment to encourage entrepreneurship, the Governor said that more than 200 entrepreneurs have been benefited under Deen Dayal Upadhyaya Swavalamban Yojana and under Arunachal Pradesh Entrepreneurship Development Programme, 100 Start-ups have been shortlisted and the top 50 will be mentored by IIM Kolkata.  All-out efforts to attract global investment in the state to harness its enormous economic potential are on and a single window clearance portal in this regard will be operative soon, he informed. Arunachal Pradesh being a part of the ‘vocal for local’ campaign, offices of the state government have been instructed to procure their required items from local NGOs, Societies, SHGs and entrepreneurs only, he said. Detailing the ongoing efforts in realisation of the state’s enormous tourism potential, the Governor said that the ‘Dekho Apna Pradesh’ campaign to promote intra-state tourism has been launched and the ‘Pilgrimage Rejuvenation and Spiritual Augmentation Drive (PRASAD)’ scheme for development of Parshuram Kund has received Centre’s approval. State government is active in improving its disaster response mechanism and as part of it Regional Disaster Response Centres at  Bomdila, Ziro, Pasighat, Tezu and Khonsa have been established, his speech noted.
Drawing attention to the continuing efforts of the state government in promoting indigenous languages and culture, the Governor said that plans are in the offing for a state-wide linguistic survey and construction of Indigenous Heritage Centres including the Central-funded Tagore Cultural Complex in a phased manner. To usher in development in sports, along with setting up of a National Centre of Excellence at capital’s Sangey Lhaden Sports Academy, Golden Jubilee Higher Secondary School, Pasighat and State Sports Academy, Miao have been approved for District Level Khelo India Centres of Excellence, he informed.
The Governor, who has been advocating for merit-based recruitment in state government jobs highlighted APPSC’s role in this regard and assured the state’s youths that utmost fairness will be maintained all throughout.
State Legislative Assembly Speaker Pasang D Sona participated in Republic Day celebrations of Shi-Yomi district in Tato.
Deputy Commissioner Mito Dirchi unfurled the national flag followed by a day-long programme which was marked by a colourful cultural presentation from students and women groups. Commendation certificates were distributed by the Speaker and the DC to the COVID warriors for their selfless services. The Speaker also distributed free solar lamps to the students of Government Secondary School, Tato.
Unfurling the national flag at IMC Office in the capital, Tame Phassang became the first mayor of the state capital to hoist the tricolour on the Republic day.
“Taking the opportunity of the Republic Day, I want to  appeal to all of you  to extend all-possible support in making the state capital clean, green and peaceful,” he said in his speech, while extending gratitude to the Chief Minister for reposing faith in him. He also appealed to the younger generation to extend support to the administration, Police and IMC in the effort and refrain from all anti-social activities. IMC Commissioner, corporators and staff attended the celebration.
 
Hockey Arunachal celebrated the day at the Sangey Lhaden Hockey ground in presence of its members, coaches and students of the academy.
12 NDRF Itanagar observed the 72nd Republic Day Flag through hosting of the national flag by its Commandant Rajesh Thakur. Honouring of HC/GD Rajiv Tomar, the recipient of Prime Minister Police Medal for Life Saving-2019, distribution of NDRF course badges and plantation drive at BN campus marked the celebrations.
Papum Pare
The venue of the district’s Republic Day celebrations was Mini ground in Yupia wherein Deputy Commissioner Pige Ligu unfurled the national flag followed by the national anthem sung by school children and guard of honour by ITBP personnel. 
Expressing gratitude to the frontline workers for their services in combating the pandemic, he thanked all for making the PR election successful in the district. Officers and staff  were felicitated with Commendation Certificates for their meritorious services during the PR election. SP, ADC (Hq), HoDs, school children and common people witnessed the celebrations. 
East Siang
72nd Republic Day was observed in East Siang district with fanfare and district headquarters Pasighat was the venue of main celebrations.
Deputy Commissioner Dr. Kinny Singh unfurled the national tricolour and inspected the march-past of nine contingents of 5th IRBn at Pasighat Outdoor Stadium amid the cheering of common people. Contingents of Auxiliary Labour Corps (ALC) and Sanitation Warriors also participated in the event. SP Rajiv Ranjan Singh, Commandant 5th IRBn Esha Pandey, Session Judge Budi Habung, ADC (Hq) Tatdo Borang, PMC Chief Councillor Okiam Moyong Borang and Deputy Chief Councillor Rebeka Panyang Megu were among others present on the occasion.  Highlighting the achievements of the departments, the DC called upon the government functionaries to work with full commitment. Achievers in various fields were given awards on the occasion. The day was also celebrated in all administrative headquarters and government offices in the district. 
West Siang
Along with the rest of the state, 72nd Republic Day was celebrated in West Siang in Aalo, the district headquarters and all other administrative headquarters with enthusiasm.
Deputy Commissioner Moki Loyi unfurled the national flag in Aalo and through his speech appealed to all the departments to take up the pandemic-delayed schemes and projects with zeal for their early completion. He also gave away commendation certificates to the recovered drug addicts and government officials for meritorious services on the occasion. 4 Jakli Regiment from Aalo Military Station displayed weapons and band and Horticulture and Agriculture departments bagged the first and second prizes respectively for exhibition stalls put up on the occasion.
Dibang Valley
General ground, Anini was the venue of Republic Day celebrations in Dibang Valley district.
DC Minga Sherpa unfurled the tricolour in presence of MLA and Chairman APEDA Mopi Mihu, officials, students, teachers, police, army and ITBP personnel. Detailing the ongoing developmental activities in the district the DC announced that through the Central government’s Universal Service Obligation Fund, 4G services will be launched soon in Anini. March-past by students, NCC cadets, ITBP and Civil Police, artillery display by army and cultural performances by students marked the occasion.
West Kameng
Republic Day was celebrated at Buddha stadium in Bomdila wherein Deputy Commissioner Karma Leki unfurled the tricolour. 
Students from various schools, communities and police department participated in the occasion by performing cultural programmes and march-past.
Tirap
In Tirap, the day was observed in all administrative headquarters. In Khonsa, Deputy Commissioner Taro Mize unfurled the tricolour in presence of 55-Khonsa East MLA Wanglam Sawin, 56-Khonsa West MLA Chakat Aboh, SP Tirap Kardak Riba and others.
CO 16 Assam Rifles Col A.K. Das, Commanding Officer 36Bn CRPF S.R. Behura, Veer Nari Chasan Dada, wife of Martyr Hangpan Dada, HoDs, GBs, PRIs and common people took part in the celebrations. While appealing the district’s people to help the DA in making Tirap a peaceful and conducive place the DC also appealed to the misguided youths to return back to mainstream life. Speaking on the menace of drugs plaguing the district, he warned all involved in production, sale and consumption of narcotics drugs, opium and other psychotropic substances of dire consequences. On the occasion he also shared the news that 6 AR has been awarded with the prestigious Chief of Army Staff Unit Citation 2021 and His Excellency the Governor of Arunachal Pradesh Citation 2021. Jazz Band display by 6 Assam Rifles, parade by APP/NCC cadets added colour to the celebrations. Earlier in the morning, the  MLA 56-Khonsa West AC unfurled tricolour at ‘Aboh Niwas’ in presence of prominent leaders of her constituency.
In the administrative headquarters and Circles of Deomali, Soha, Dadam, Borduria, Lazu and Bari-Basip the national flag was unfurled by the respective administrative heads followed by national anthem, patriotic songs, dance and cultural performances by students.
Upper Siang
Republic day was celebrated in a befitting manner in Yingkiong and also in other administrative units.
Minister Health & Family Welfare etc. Alo Libang and Deputy Commissioner Taper Pada attended the event in headquarters. Colourful march-past by Arunachal Pradesh Police, NCC cadets, marching contingents and band parties from various schools of the district, patriotic song and dance performances marked the day’s celebrations. As part of the occasion, Beti Bachao Beti Padhao (BBBP) activities were put up through exhibition stalls and meritorious female students of classes V, VIII, X and XII were given mementos and financial incentives.
In Mariyang the national flag was unfurled by MLA Kanggong Taku who also visited the Government Higher Secondary School and as an incentive to the students announced that those securing 80% and 70% in Class X and Class XII exams will be provided laptops.
Lower Subansiri
Unfurling of the national flag by Deputy Commissioner Swetika Sachan at Padi Yubbey Outdoor Stadium in Hapoli marked the beginning of the celebrations of 72nd Republic Day celebrations in Lower Subansiri district.
Addressing the gathering the DC appealed to the beneficiaries to enlist themselves on Co-WIN portal whenever directed and reiterated that COVID vaccine is safe. Highlighting the district’s progress in road connectivity she informed that RWD, Lower Subansiri has set a target of 193 km under various packages and substantial progress in the past 7 months with regards to the ongoing Trans Arunachal Highway under Package 1 and 2 has been achieved. Acknowledging the contribution of women in the state’s development, she cited the recent success stories of women agripreneurs and entrepreneurs. Progressive farmers, doctors, nurses and government officials were felicitated.
