ITANAGAR, July 8: The state unit of the National People’s Party (NPP) has suggested to the state government for an amendment in the Arunachal Pradesh Public State Combined Competitive Examination (APPSCCE) recruitment ratio from 80:20 to 90:10.
Speaking to reporters at the press club here today, General Secretary NPP (AP)  Paknga Bage said that the party had a serious discussion on the recruitment process of the state civil service commission, wherein the members agreed that the commission should change the ratio for the welfare of local students as well as to curb  increasing unemployment among youths.
"The commission should reserve 90% for the local students and 10% should be kept open to all, where non-APST as well as local students can appear for the examination," asserted Bage while adding that the Non-APST candidates appearing the examination should have a pure background that their parents have served or is serving the state in government departments, PSU or financial institutions etc. These candidates should also procure certification from the respective department heads that their parents are serving in the state.
The party also suggested the inclusion of state related syllabus in the APPSCCE considering that the state cadre will have to serve in various parts of the state. Therefore it should have basic knowledge of the state's political history and cultural knowledge so that the aspirant can give better service in the state during the service period, the party said.
“Out of five essay topics, one of the essays should contain state related topics. General Knowledge papers should also contain questions on social evolution of Arunachal Pradesh,” he said.
He further added,  that the party also strongly feels that there should be special consideration of 5% relaxation over 33% as qualifying marks for Person with Disability (PWD).  “As per existing rules, the minimum qualifying mark in each subject is fixed at 33 marks for all categories. The state government may consider special relaxation of 5% and genuine consideration of qualifying marks for PWD may be fixed at 28 marks for each subject," said Bage.
While demanding regular DPC in the department, the party also suggested the state government adopt a policy for appointment of the chairman for the commission by elevating the senior-most commission member who is serving or served the commission considering the upper age limit of 62 years.
