ITANAGAR, Jan 15: The Arunachal Pradesh government has paid compensation to three juveniles for violation of human rights based on the recommendation of the National Human Rights Commission.
On 1st April 2020, police had arrested three children at Tezu market under suspicion of theft and had handcuffed them. A case in this connection was filed by the North East Human Rights Organization (NEHRO) in May.
Handcuffing of minors is a grave violation of human rights of minors which cannot be taken casually.Whatever may be the circumstance, the juveniles should not have been handcuffed by the police. 
Police have failed to treat juveniles as contemplated under the law. Thus, there was violation of human rights of the juveniles and State is vicariously liable for act of police, the NHRC said in its ruling.
