ITANAGAR, Feb 23: The Under Secretary of Arunachal Pradesh Public Service Commission (APPSC), Tumi Gangkak (49) was found dead by hanging in an isolated area on the way to Ganga Lake, which is few kilometers away from the state capital here on Friday. Police has registered a case under 174 CrPC.
Gangkak belonged to West Siang district and was presently residing at his government residence at P-Sector here. Following the ongoing APPSC cash-for-job scam, Gangkak was placed under suspension.
According to sources, Gangkak was summoned by the Central Bureau of Investigation (CBI) at around 3.30 pm on Thursday.
Speaking to the reporters, Capital SP Jimmy Chiram said that following the investigation at the spot, a case under unnatural death has been filed. The exact cause of death is yet to be ascertained. More information on the case can only be disclosed after the post-mortem.
Chiram also said that every aspect of the case will be investigated, from the case linking to the summon of Gangkak by the CBI at its office. Moreover, the entire body injury of the deceased is accounted for, and it’s too early for the police to comment on it until medical reports come up, he said.
The SP appealed to the family members to lodge complaints if there has been any threat calls to the deceased prior to the incident. However, all the details in regards to the case will be properly looked into.
“The police have not received any complaint from the deceased earlier or from his family members till now. But the normal investigation process will continue,” he said, adding that the police is also aware of a message doing the rounds on social media sent by the deceased in a family WhatsApp group.
The message read: “My dear esteemed members, I have never been involved in APPSC paper leakage I am innocent but I am being targeted as I was the Asstt Controller of Examinations.”
“As per information, the deceased was out of his house at 4 pm of February 23 last. His mobile phone was switched off at around 5.30 pm on the same day. Thereafter, today at around 1 pm the lifeless body was found. The entire investigation will be done in a free and fair manner to dig out the truth behind the matter,” he said.
