ITANAGAR, Jan 20: Reiterating its demand for immediate implementation of the delimitation process in the state as per the Delimitation Act, 2002, the Arunachal Pradesh Delimitation Demand Committee (APDDC) announced that it will hold a peaceful rally from Nyokum Lapang to Tennis Court here in the state capital on Saturday.
This was informed by the APDDC Chairman, Adv. Regum Nabam in a press conference at the Arunachal Press Club here on Friday.
“We demand for immediate implementation of the Delimitation Act, 2022, in the state because delimitation is our democratic right for equal and proportionate representation for both assembly and parliamentary constituencies. The implementation of the act will help in re-adjustment of assembly constituency in the state," said Nabam.
The entire country is enjoying the delimitation rights except for four states including Arunachal Pradesh, the state is being deprived by its own government since during the time of Congress and now the BJP, he added.
Following no response from any of the authorities, the Delimitation Commission of Northeastern states had filed a PIL at the Supreme Court requesting to keep directing the delimitation commission, central and state government to implement delimitation in Arunachal Pradesh, Nagaland, Manipur and Assam. Accordingly, the Court had directed the Government of India and Election Commission to file affidavit in opposition, he added.
Further, he informed that as per Delimitation Act 2002, all the assembly constituencies have to be delimit by the state government through the Government of India and Election Commission which was not done by the Government of Arunachal Pradesh.
Nabam appealed political parties, stakeholders, CBOs, NGOs, academicians, youths and like-minded people to join the rally demanding for democratic rights and to debate on the issue.
Meanwhile, Michi Tagia, informed that the Delimitation Act, 2002,  was constituted to delimit all assembly constituencies of states on the basis of 2001 census. But, the Government of India in a notification issued on 06/03/2020 stated that states of Assam, Arunachal Pradesh, Manipur and Nagaland from the sub-paragraph (iii) was omitted, thereby excluding these northeast states from the purview of delimitation exercise.
Accordingly, total of six PIL were filed in the High Court, Guwahati, by people of Arunachal Pradesh for excluding the state from the purview of delimitation exercise, he added.
