ITANAGAR, Oct 21: Irked over the recent question paper leak fiasco involving the Arunachal Pradesh Public Service Commission (APPSC), the Arunachal Indigenous Tribes Forum(AITF) has submitted 6 major resolutions to the state government seeking complete overhauling of the state's highest recruiting agency.
The resolutions were adopted during the Joint Consultative Forum meeting of the AITF held today at D.K Convention Centre, I.G Park, Itanagar which was attended by all the Presidents and General Secretaries of all the federating apex community based organisations of the AITF, representing the 26 major tribes of Arunachal Pradesh had taken a serious views apprehending wider ramifications in future.
Six Point Resolution:
Complete overhaul and reformation in the APPSC: The meeting decided that though the APPSC is an autonomous body but considering the repeated incidents of question paper leakage of the APPSC written examination, the urgency in complete overhauling and reformation in the APPSC must be prioritised and State Govt. must initiate the following action plan on time bound manner in the supreme interests of the State of Arunachal Pradesh.
(i). Resignation of all members and chairman of APPSC:- The unemployed educated youth and public of the Arunachal Pradesh have completely lost its trust on the competency and credibility of the existing team of members of the APPSC. Hence, to initiate complete overhauling and reformation in the existing system, the present members of the APPSC must exit and resign from their respective post & position in the greater interest of the State within one week. The members of the Commission being the high personalities of our societies are expected to execute their wisdom and honour the supreme interest of the society in bringing complete reformation in the APPSC.
If in case they do not exit themselves immediately, it shall be construed that they are not cooperating in the State interest in revamping the present corrupt system in the APPSC and the existing members of the APPSC shall be solely held responsible, if any untoward incidents happens in the State because of their non-cooperation in reforming the APPSC. The status of their innocence in the 2022 APPSC question papers leakage fiasco is a matter of judicial review and court judgement on the basis of inquiry reports from the authorised inquiry agency only and till then, they should have resigned and exited from their position long back at their own wisdom to facilitate independent and free & fair inquiry.
Hence, the State Govt. may impress upon the other four members of the APPSC to voluntarily resign and exit from APPSC as it is learnt that its chairman has already resigned recently.
State Govt. recommendation for removal of existing members of APPSC:- The federating apex CBOs of the State appeal the State Govt. of Arunachal Pradesh to immediately call a Special Session of the State Legislative Assembly to impeach and recommend to the Hon'ble President of India through the office of the Hon'ble Governor of Arunachal Pradesh for immediate removal of the existing members of the APPSC and reconstitute a new team of APPSC afresh in transparent manner within a time bound period of ten days.
(iii). Replacement of all existing regular officers and staff of APPSC:- For complete system cleansing and revamp of the APPSC, the existing officers and staff shall have to be changed and replaced with a complete new team of officers and staffs to regain public confidence.
Hence, all the existing regular officers and staff must be transferred out from the APPSC to various Autonomous Bodies of the State or to the AP Civil Secretariat as a distinct pool of employees and replace them with a new and fresh team of experienced officers and staffs with credentials of sincerity, dedication and integrity in his/her service career from all State Govt. departments, including the AP Civil Secretariat on deputation (or) transfer. The inter departmental transfer and posting of employees within the State is a purely policy matter under the jurisdiction of the State Government. If the State Govt. desires, even the existing service rules/recruitment rules of the APPSC officials can be amended for achieving the objectives.
(iv). Constitution of Independent Search Committee for preparation of Panel of Nominees for appointment as members and chairman of APPSC:- There is an acute apprehension among the public that the process of selection and appointment of the members and chairman of the APPSC in Arunachal Pradesh is opaque with politically motivated as many ex-political leaders are selected to man the APPSC as members which are not advisable in the greater interest of the State.
Hence, the State Govt. may constitute an independent Search Committee for preparation of panel of nominees of high ranking personalities for final selection by the State Govt. from amongst the panel for their appointment in the APPSC. This process shall help in pruning out the unfit and tainted candidature for the post of member and Chairman of the APPSC.
(v). Appointment of Expert as Consultant on contract basis for few years:- Since few years back, the State Govt. have been appointing Consultant in the Finance Department on contract basis and the same way, the APPSC may appoint few experts from amongst the retired officers of the UPSC as Consultants for few years (for 3 to 5 years) to infuse new and robust system of reformation in the APPSC to regain public confidence.
(vi) One Time Age Relaxation: - The State Govt. should also initiate a onetime upper age relaxation for all the aspiring APPSC/APSSB candidates for the 2022-2023 so that all the aspirants can appear the next written examination.
