ITANAGAR, Sep 23: The All Arunachal Pradesh Students Union (AAPSU) has submitted a representation to the Chief Minister  Pema Khandu mentioning its charter of demands with regards to education, health, illegal immigrants, inter-state boundary disputes and other social issues.  
Speaking to the media persons at the press club today, President AAPSU,  Dozi Tana Tara said that besides education and health being a priority for the union, AAPSU also voiced its regard for the state and its indigenous social and cultural security in its representation submitted to the CM on Thursday.  
He said that entire points in the demand were chosen during the federal meeting of the union with the District Students Union (DSU) held at Ziro in the first week of September.
Elaborating the demands on matters concerning education in the state, AAPSU General Secretary Ritum Tali said the prime demand of the union is reformation in primary level education by focusing on integrating defunct schools in cluster form.
This can be done by clubbing defunct schools and schools with minimum students for learning in a better environment, he said.
Tali said the state government should immediately focus on setting up a separate CBSE sub centre in the state capital, which has been a long pending demand of the union. Also, every government school should have mandatory  land possession certificate (LPC) and geo mapping to ensure no further land encroachment.
“Students have to travel to Guwahati for any CBSE related work. This long distance has put various hurdles for the students community. Therefore, a CBSE sub centre should be set up at Itanagar for swift communication,” he said, adding that LPC of schools is needed because most of the lands are being encroached.  
Likewise, though the state government has already announced mandatory transfer of teachers after 3 years, implementation of it should be ensured. Education tour, regulating the fee structure of private education institutions, establishment of district library, introduction of Science stream at GHSS, Anini, establishment of Degree College at Shi-Yomi district and hostel facilities for primary to senior secondary schools etc are other demands related to education.
“In context to health, the union feels the need for rationalization in mandatory posting of health workers to rural areas for a minimum period of three years. Also the health sector should be revamped by increasing dialysis centers in every district,” he said.
In regards to the interstate and illegal immigrants matter, the union demanded for early deportation of Chakma and Hajong from the state. It also included regular ILP checking, installation of CCTV in sensitive interstate boundaries, deployment of paramilitary in disputed interstate boundaries and deployment of additional force in the international boundary of the state.
“Most importantly, to ensure the safety of girls in schools and colleges, the administration should install a complaint box and also a sanitary pad vending machine. A separate individual should be appointed to cross check the complaint box. Complaint box will serve as a medium for any harassment or discrimination against female students,” he said.
The other demands related to social issues and development activities includes, involvement of union by the state government in creating wide awareness on drug abuse, construction of drugs rehab in districts. Expedite the ongoing hydro projects for early completion and cancellation of defunct projects. Early completion of football ground at Aalo, establishment of state of the art engineering college in state and construction of new academic block at Arunachal Pradesh University Pasighat.
