ITANAGAR, Sep 29: In a significant development in the APPSC paper leak issue, the apex students’ body All Arunachal Pradesh Students’ Union (AAPSU) and the All Nyishi Students’ Union (ANSU) have jointly served 7-days ultimatum demanding the immediate suspension of all incumbents of the Arunachal Pradesh Public Service Commission(APPSC) and termination of three of the accused.
It said that every dimension of the paper leak scam that recently surfaced in the Assistant Engineer (Civil) Examination, 2022 conducted by the Arunachal Pradesh Public Service Commission (APPSC) Examinations hints of every possibility of a scam in various examinations conducted by the said recruiting institution since its inception. Further it claimed that the mentioned scam is an indication of bigger foul-plays and compromises.
Voicing the sentiments of the unemployed youths of the state, the Unions asserted that several thousands of honest, hardworking and deserving youths of the state have been unfairly deprived over the years.
Addressing a press conference, President –AAPSU Tana Dozi Tara stated, the government should immediately suspend all incumbents of the APPSC, Chairman Nipo Nabam, Secretary Jayanta Kumar Roy, Members—Tsering Naksang, Major General Ganesh Singh Bisht, Major General Jarken Gamlin and Mepung Tadar Bage, including all officers and staffers to facilitate an impartial investigation.
Stating that “forced retirement is not acceptable”, it also demanded the immediate termination of accused: Taket Jerang, Deputy Secretary cum Deputy Controller of Examination APPSC, Tama Saroh a junior teacher at a state-run school in Pangin and Tanyang Gaduk,  head assistant, DDSE office, Boleng.  
Both Unions have called for simultaneous Fast track CBI and ED investigations including an Independent Judicial Enquiry headed by Retired SC judge or HC judge. The CBI investigations and ED investigations must be completed within 45 days and the independent judiciary enquiry must be completed within 30 days from the date of receipt of this representation, it said. Further the AAPSU and ANSU demanded to be made part of the investigation processes by being in direct coordination with CBI Investigations, Enforcement Directorate Investigations and Independent Judiciary enquiry.
Various examinations conducted under accused Taket Jerang from 2004 onwards, when he was posted as an Assistant Section Officer have been asked to be investigated. Both student bodies called for thorough probe specifically into the examination conducted in 2017 where the wife of one of the accused had successfully cleared the test.
Accused Tama Saroh’s wife Minoty Borang Saroh was recruited in APPSCCE 2017 as DFCSO in suspicious manner, and must be thoroughly investigated, they said. A.R.Talvade, former APPSC Secretary (2019-21) and his son Abhishek Talvade who was recruited in APPSCCE 2021-22 and the interpretation of 80:20 ratio criteria, must also be probed, the statement read.
The representation also states that officials and incumbents of the recruiting institutions of Arunachal Pradesh (APPSC and APSSB) must disclose their assets (movable & immovable) during their appointments for financial transparency and accountability.
As the apex organisations of Arunachal Pradesh, the team AAPSU and ANSU stands firmly with the student community of Arunachal Pradesh and will take the strongest measures for the greater interest of the state. The recently exposed scams have given a hint of the bigger possible nexus of scams which must be unearthed, exposed and the guilty must be appropriately punished. The issues will not be compromised at any stage whatsoever may be the reason, till justice is delivered, the statement reads.
