Declaration of containment zones necessary to stop chain of transmission: DC

ITANAGAR, May 6: In view of detection of more COVID-19 positive cases in the ICR which has exhibited a clustered pattern of growth, the DM-cum-Chairman, DDMA today declared 27 more areas as Micro Containment Zones with immediate effect. 
The new Micro Containment Zones are- Itanagar: Zoo Road and Chimpu (Ward 1), Ganga Village (Ward 2), Chandranagar (Ward 3), Vivek Vihar and RK Mission area (Ward 4), F Sector (Ward 6), Mowb-II and Niti Vihar (Ward 9), ESS Sector, RWD Colony, Garden Dew School and Dominos building area ( Ward 7), C Sector and Bank Tinali (Ward 10), P Sector (Ward 11) and Jullang falling under Wards 4, 5 and 12. The areas under Naharlagun which have been declared as Micro Containment Zones are: Papu Nallah (Ward 12), C Sector (Ward 14), Polo Colony and Dam site (Ward 15), Model Village, A Sector and E Sector (Ward 18) and Nirjuli, Lekhi and NERIST areas (Ward 19). 
With the declaration of these areas as Micro Containment Zones the following SOPs shall be strictly enforced. The DMO shall immediately collect samples of primary and secondary contacts for COVID-19 tests after shifting all positive cases to the CCC. No unauthorized person will be allowed to enter or exit from the above areas without prior approval from the DM-cum-Chairman, DDMA or DMO/DSO, ICR. Movement of people for supply of essential items and other emergency services will be regulated and police/security personnel will be deployed by the SP, ICR to regulate the movement and the DMO, ICR will deploy staff to oversee the immediate medical need of inmates as may be required including facilities for thermal scanning etc. Essential items required by the inmates will be provided by coordinating with the shopkeepers/home delivery firms by the concerned Administrative Officers (EACs/COs) in coordination with police and health workers. The DMO/DSO will conduct antigen/RT-PCT/TrueNat testing of all inmates, instruct the period of quarantine etc. and other follow-up actions to be taken. Sanitization of colonies shall be carried out by the IMC as per instructions from the DMO/DSO and no gathering will be allowed in the above areas. The order shall remain in force with immediate effect till further official announcement and Covid positive inmates under these areas will remain under home quarantine for the next 14 days.
Violators of the order will be prosecuted under section 51 (b) of the Disaster Management Act, 2005 and under section 188 of the IPC. 
Earlier on the day the DC convened a series of virtual meetings with all stakeholders including SP Capital Jimmy Chiram and SDPOs of Itanagar and Naharlagun, Administrative Officers, DMO Dr Mandip Perme to discuss the modalities for declaring  the above areas as Micro Containment Zones. 
Later, while briefing the media, the DC informed that declaration of new containment zones was necessary to stop the chain of transmission in the ICR, adding that only those sectors having more than 5 positive cases have been declared as micro containment zones. At locations that cover a large area, efforts would be made by the team of the DMO along with Magistrates and police to identify specific locations where primary contacts have been made by Covid positive persons, he divulged. Efforts will be made to cover the houses/buildings that have positive cases and not the entire sector and the DA would make every effort to avoid inconvenience to the denizens, the DC informed, assuring along with that DA along with the APMC are trying to set the price of commodities to avoid black marketing. Keeping in view the seriousness of the situation, denizens must come forward for testing if they develop any symptoms or come in contact with any positive person, the DC appealed.
A meeting with the religious leaders and market associations was also convened wherein the DC sought their cooperation for implementation of all Covid appropriate behaviour. DIPRO
