ITANAGAR, Feb 18: The Arunachal Pradesh Doctors Association (APDA) while expressing its resentment over the administrative failures of both the Health Secretary and Commissioner has sought intervention from the Chief Minister, while demanding the transfer of the said officials failing which the association has threatened to resort to democratic movement.
Addressing a press conference on Monday, Dr. Kabak Tamar, General Secretary APDA informed that the association is disappointed with the functioning of both the Secretary and Commissioner of the Department of Health & Family Welfare.
“We have tried our best to meet the Chief  Minister on various occasions in Pasighat, and at the recent Cabinet Apke  Dwar at Nyapin but could not succeed,” he said.
APDA cited the prolonged delay in implementing the Dynamic Assured Career Progression (DACP) Level-14, which was introduced in the Cabinet meeting on January 15, 2025. The association pointed out that a lack of transparency in financial planning has stalled the process, affecting the career growth of medical professionals. Additionally, the delay in issuing appointment orders for newly recruited General Duty Medical Officers (GDMOs) has exacerbated the shortage of doctors in various hospitals and community health centres of the state, putting immense pressure on the existing workforce, informed GS APDA.
He  further added, that the association also raised concerns about the prevailing work atmosphere, stating that unnecessary administrative actions have demotivated health officials. Frequent issuance of show-cause notices and instances of senior doctors facing undue pressure have contributed to an environment of fear and dissatisfaction within the department.
Dr Tamar also added that, stagnation in promotions of at least 13 key posts, including those of District Medical Officers (DMOs) and Deputy Directors of Health Services (DDHS), remaining vacant for more than seven months. Many senior doctors have retired without receiving their due promotions, leading to frustration among the medical fraternity. APDA also highlighted resistance to revising the Arunachal Pradesh Health Services (APHS) Cadre Amendment Rule 2000, which has been a longstanding demand of the doctors.
Calling for immediate action, APDA has urged the Chief Minister to intervene and address these issues to prevent further deterioration of the healthcare administration in the state. The association warned that continued inaction could lead to stronger measures from the medical community.
